Can you post more of the code?
As it is looking like you are missing the closing tag for WizardSteps.

Make sure you are closing the wizard steps, as your code doesn't include a closing tag....

<asp:Wizard ID="Wizard1" Runat="server">
    <WizardSteps>
        <asp:WizardStep Runat="server" Title="Step 1">
        </asp:WizardStep>
        <asp:WizardStep Runat="server" Title="Step 2">
        </asp:WizardStep>
    </WizardSteps>
</asp:Wizard>
