Exclusion of Writer Components from a shadow Copy - Is it compulsory ?

In Vshadow.exe , when trying to create a shadow copy, there is procedure that excludes Writer Components from the shadow copy.

Is this exclusion of writer component a necessary step during a backup operation that relies on Volume Shadow Copy Service ? What are the effects if this process of exclusion of Writer Components are skipped ? Can some one please explain ?
