Why on Earth would you do it? Of course you can design and implement something very similar, but why?

Solution 2

No it is not.

Windows Forms applications cannot be run in the Modern UI (Metro).
Applications for the Modern UI (Metro) are written in xaml for a front end. The good news is your back end code (VB/C#) can still be used but all your UI code is useless.
