I would do this in two steps:
1. Migrate the Access database to Sql Server
2. Copy the data from Sql Server to Oracle

In order to migrate the Access database to Sql Server you can download SSMA[^].

After the migration, you can establish for example a Linked Server to Sql Server and copy the data from source Sql Server to target Oracle. For more information about linked servers, see Linked Servers[^]
