app_globalresources multiple languages doesn't update on my server or local iis

when i published my website again and i copied app_globalresources.dll in website's bin folder and check the new messages, the English messages were truth,but other language messages didn't find and website show English Messages instead of other languages messages in their culture .
i don't know why?

There can be quite a few places where you might have gone wrong. Refer a globalization article and verify the steps.
