Tab index is not working when master page is loaded

i have a strange problem when the page is loaded for the first time the tab index in the master page control is set by default to "-1" even though i have given tab index as "0" this problem doesn't occur when i login once and logout. when i see in the source code the tab index is set 0 tab is not working please help me out if there is a solution to it and homepage has more than one usercontrol

Let me know where did you placed your controls in the master page.... Panel or else where .. and more importantly set the tab index of chid page not the master page content... Thanks
