Prepare Biweekly (14 days) canleder in Dropdown

Hi all,
My application requires Prepare Biweekly (14 days) canleder for salary purpose.

Admin wants to prepare payroll using Bi-weekly period. How can i prepare Bi-Weekly calender by selecting start date and End date.Calender should start with start date and show in Biweekly format until end date occurs.

For example : Start Date is 08-Feb-2013 and 09-Dec-2014

Biweekly calender as 08-Feb-2013 to 21-Feb-2013
22-Feb-2013 to 07-March-2013
08-March-2013 to 21-March-2013

how to bind above biweekly format in dropdown list..?
ex: choose pay period :08-Feb-2013 to 21-Feb-2013
22-Feb-2013 to 07-March-2013
08-March-2013 to 21-March-2013
