making chat applcation in windows application

hi all,
I want to make a chat(only text) application using windows application with c#, over the internet(remember not for LAN).
Which may be or may not be use database.
please help me

not internet,so may be bluetooth?

Actually i want to make chatting system like Skype.
But Skype has everything like file transfer, smileys and etc.
but i want only text messaging.

Thanks Azziet for taking interest

when i run that project it shows error as
"Cannot start service from the command line or a debugger. A Windows Service must first be installed (using installutil.exe) and then started with the ServerExplorer, Windows Services Administrative tool or the Net Start command"
I dont know how to install windows service.
PLease Help me
