Automated Records from different user in one sheet in excel

Dear All,

First of all I would like to pay thanks you all for helping me so much here.
Today,I am having a question given below:-

There is one Excel sheet contains two column:- 1.IP address,2.UserName

Basically We have Remote Aceess based Project at out office so each user is granted a IP address which is changed if any issue having with any IP so it never be fixed for a particular user.Since there is any error occurred then IP is normally changed by Admin(IT person).So It won't be possible each time I update or ask for IP.
I have a excel sheet since I need to keep track of IP that is using USER.

Problem:- Only I'm authorized keeping excel and each user contains open office.
I am having MS-OFFICE 2007.

Convulsion:- We have shared Drive in network so there should any technique without having any web application in dotnet,java,php or else. Since I wanna this personally for my comfort.

My-view:- I am thinking to make any HTML page which contains two text box IP ,UserName and one submit button and it should be placed at Shared drive where user can feed that data and there should be link between HTML page and my excel sheet.

Kindly help me
