IE9 popup windows problem

In Internet explorer 9 there is a yellow window popup appearing when I start the IE9.
Is there a way to disable this in code by registry tweaks or any other way .

The popup appears for Addons(enable/disable),Use AutoComplete feature ,etc

You can control AutoComplete with the IE options dialog.
Addons I'm not sure. :-(
