About TLS enable email account

Hello Friends

We are facing one tech. challenge. we need to send email to only TLS email account using C#.

E.g

Scenario 1 :(Consider Recipient test@gmail.com is TLS enabled account)
Email should be delivered to Recipient test@gmail.com Successfully


Scenario 1 :(Consider Recipient test@gmail.com is non TLS account)
Email should be not be delivered to Recipient test@gmail.com and exception should thrown by program.

Your help are really appreciated.
