Download Microsoft SQL Server 2008 R2 SP2 - Express Edition with Advanced Services This is have Integrated Full-text Search and Reporting Services and you will find BIDS Download From Here and press download and choose SQLEXPRADV_x64_ENU.exe or SQLEXPRADV_x86_ENU.exe based on your system

Its extracting the files and after that the installation process is gets stopped with error "Access Denied"
SQL Server Express version does not support Reporting services, so if you want to make use of BIDS, you need to install the version exclude SQL Server Express version.
Can you Try it.

And wrong to boot - as solution #1 mentioned in the dim and distant past, SQL Express does support Reporting Services.
