How to Prohibit duplicate file upload

Dear Members,

i am planning to launch website dealing in Portal for various Design work. "where buyers and sellers meet to trade Design work". But to prevent piracy or violation of copyright i want to prohibit Duplicate file upload (not just by name but by type or script). Can Anyone guide me how to do that with my website?

I do not understand the relation of "piracy or violation of copyright" and "Duplicate file upload". Do you understand your requirements?
The uploader of Panoramio has a simple version of preventing duplicate upload: if a file with the same name has just been uploaded/is being uploaded, it refuses to upload that file again.
