hi i am a electrical engineer and want to extract some portion of an image
and attach them together and make new image(in fact i want pick character from an image )

If you just want to extract a region, you can simply use the overload of drawimage on the graphics object that lets you specify what part of the source bitmap to use. Then you can draw your parts where-ever you want on a new bitmap. If you want to extract a character as text, then you need to buy an OCR library to do that.
