Your question makes no sense at all. To run a program, you have to install something even if it is a minimal "install" as copying a program file named "ruby" onto the computer.

You take your program named "ruby" and copy it to the other computer including all of the DLL's that it needs to run. And your question still makes no sense at all.

If you're asking how to distribute a program written in Ruby without requiring users to have the ruby interpreter installed, I'd recommend you check out ocra[^].
