How to get XML from web Service

Every time my client create new Job posting, it creates an XML response, So the challenge I'm facing is to create a web service that can take XML file from Client , which later i will use this file to create Job in the my CMS.
Can any body explain the steps involved in this process.

How this whole process is going to be completed.
