Developing an iOS and Android Application

I'm thinking of developing an a mobile app for both iOS and Android. I'm a C# programmer so I don't know anything about those 2 platforms to do the programming my self. I'm thinking of making the app using services that need no programming. My question is, can I do a full featured application(not like a game though) using those online services? And, what are the best application developing services out there possibly for free?

Has a free Indie version, program for both iOS and Android with the same code base, in C#.

As far as being able to develop solely on services that need no programming, it depends on what you want to do. More detail may help narrow it down to a maybe or straight no.

I'm trying to make an app like foursqure. It's kind of like that but not that complex, When you go to a place, you can upload photos of that place, write a description, And mark it on a map. And when other people log in to the app, they should be able to find places mentioned by other users..this is the kind of app I want to be made. Can this be done?
