Recommend me that effective way to learning "OpenGL" for Mono Framework

Hello!

First of all, thank you for your concern! I'm so appreciated!
I'm a rookie developer that using C based language, and I'm using C# with Mono framework.
I decided to learn OpenGL for interface design, and one of my priority goal is an interface.
I'm using Mono framework with C#, hence I'd like to know using OpenGL on Mono framework : )
and also I'm a student , thus i'd loved to know good books or tutorial for learning OpenGL : )
