Display time as per Time zone

Hi,

In my ASP.net application date time maintained in EST time zone. But our some client belongs to CST time zone and they need time should display in CST time zone. Now i need to fulfill following requirement.
1)Identify browsers(Users) Time zone.
2)Convert and display EST time to respective users Time zone on UI.

If someone has idea about my requirement please reply.
