You can use iTextSharp.

If you not distribute your source code app, then you will have to pay for iText. read http://itextpdf.com/pricing

...buying a commercial license is mandatory as soon as you develop activities involving the iText software without disclosing the source code of your own applications.

iTextSharp is not free for commercial software.
