You can use iTextSharp.

If you not distribute your source code app, then you will have to pay for iText. read http://itextpdf.com/pricing

...buying a commercial license is mandatory as soon as you develop activities involving the iText software without disclosing the source code of your own applications.

iTextSharp is not free for commercial software.
What about this one Generating dynamic PDF documents using the Open Source Scryber library[^]
