ORA-12154: TNS:could not resolve the connect identifier specified

I have a newly created Web application that is working fine on my machine.

but when we deploy the same onto "windows server R2 64 bit server" facing TNS Connection issue as below.

ORA-12154: TNS:could not resolve the connect identifier specified
Or
ORA-06413: Connection not open.

I googled out & found that the below mentioned issue was being faced on the server...

but after installing another oracle client into C:/ drive ,still facing the same issue...

Have anybody faced similar issue earlier ??

Please come up with your suggestions ..
