IVR System Development

I have a online recharge website where i have thousand of accounts who regularly recharge through our portal. Now i want to develop an IVR system in asp.net which can run in my website for my customers so that they may submit their request through IVER System.
What I confused is that

1. How to develop it?

2. If it is possible then on which number my client will call and how it will communicate with my IVR system over http?

3. Is there will and charge i have to pay for VOIP?
