C# how to make a video buffer with timestamped frames

im trying to work with video and get access to the streaming data such that i could put a timestamp on about 10 sec of video

i have access to a cheap usb webcam, and at least one iP based camera, i think it streams jpeg and mpeg

the goal is to have video coming across and being buffered for 10 seconds so if i click a button it shows me frames from, or points to frames from 10sec, 5sec and 2sec ago, comparing the click timestamp to the video timestamps
