how to use the RTF to HTML converting function after downloading it

I downloaded the RTF coverter 1.7 whatever into my downloads, but do not know what i have to do next on this windows 8 operating system in order to actually use the converter to convert rtf files to html - plz adviz if possible and via email as RJM does not know how to access the forum area in which this question might ever be posted- tx RJM anselm45@gmail.com

Read the documentation of that "converter". The problem is unclear.
