server.urlencode and server.urldecode

I am using Server.Urlencode and Server.Urldecode concept for the first time

My code is

And am getting URL : http://localhost:62305/store.aspx?id=1[^]

ID=1 is showing in my url (web address)

Can i apply Server.Urlencode(PRow["Categoryid"]) like this in anchor tag .

Am not getting in above form can u suggest the proper way to apply server.urlencode in above anchor tag
