What is better to use RouteLink or ActionLink

I would like to know what is better to use.
I understand one can have same behavior depending on how routes are configured.
Question is if one starts defining routes for multi tenancy such as
{tenant}/{controller}/{workorder}, what would be better.
1. Having route per tenanat?
2. Using (RedirectToRoute, RouteLink), or (RedirectToAction, ActionLink)
3. Having mapped route per application controller's action or just generic routing mapping
