Solution 1

No - you should talk to your teacher and let them know you have no idea how to do your project, or tell your client that you were trying to rob them and give their deposit back.
 
This is a complex task, that you even think that a forum reply could solve this issue is an indication of how wrong your thinking is. This is a forum for programmers, we help people with specific issues. If you want code written for you, your best bet is to use the jobs forum and offer to pay someone to do the work you require.

I understand what your situation is. What you need to do, tho, is tell your client you lied to them. What other choice do you have ? Now you can see why real developers charge more than $5 an hour, because we did courses and learned how to code instead of assuming we could place bids on rentacoder and use online forums to cover our inabilities to do the work we quoted on.

Nobody has a number plate recognition system lying around that they can send you. Systems like this take many man hours and large amounts of money to produce. I hope you haven't offered to do this for your local police force.

It looks like you have no idea what you want. See, its really a big project. You have to do lot of post processing and pre processing to do this. In the end you have to train all the fonts and the language in to your OCR neural network to recognize a new Number plate.
 
This is a wast subject in image processing and neural network.
 
Google for more and ask for more time. Stick on to one specific font if you are going to do this project.

This question was asked a month ago, why would you look back that far, to add an answer that is essentially worthless to a question that was essentially worthless ? If he didn't ask for more time a month ago, I doubt it would help to ask for it now.
 
FYI - number plates tend to automatically stick to one font, they don't give you an option when you register your car.
