How to get Android devices's serial no in C++

i want to develp a EXE appliaction in delphi or C++,the appliaction can get Android device's serialNO.
i don't want to use third party tool.
Android device was connected to computer by USB.

who can give me some idea?

Not sure of the C code but be specific which code you want to fetch a UDID, IMEI or any other number.
