I suggest looking here at articles and online for samples. There's too much to walk you through all of it but what you are asking is trivial that nearly every web app does it so finding a sample should be easy.

Solution 1

This is teh code I use: A generic Image-From-DB class for ASP.NET[^]
It uses SQL Server rather than Access, but I wouldn't use Access on a website for anything much beyond user login processing, since it's multi-user facilities are poor to put it mildly.
