I want to create projects in windows 8.1 with VS 2012. my project requirement is "one JavaScript project with one Win-RT(c#)". I am confused here, can I build a app with windows 8.1 and run on windows 8 machines.. is this possible without changing anything.

No higher version product can not run on lower version without making any changes.....

then why microsoft forcing to move to 8.1, i followed many example most of the time i am getting message "upgrade to windows 8.1"

What you say is pure gibberish my friend. What is that supposed to mean ("run on lower version")? Of course anyone can build a project on lower version OS and run it on higher version version if it is done correctly. Who would ever use Windows if it wasn't the case?
