We cannot effectively help a person who is not reading anything and does not know basics, it would just take too much time.
Study the subject at least a bit, a least to that degree when you won't talk gibberish...

Hi 10604424,

Do read some basic before to work on any technology,
I agree that you are newbie but ask some guidance to start, not everything from scratch.
No one can help you like this way, you are the best teacher of you.
inherits allow your file to bind the code behind these are inter dependent.

And <%@.....%> is the default syntax for ASPX in build tag.
As every language has its own rules, syntax, added advantages etc.. in same way it is.

Start reading the online document regarding the ASP, if you want to work further in this field.

Feel free to ask if you stuck at some point.
