i have no internet connect ion in my system but i have writen coding to send mail from localhost in c#.net.can i send mail?

Is it not funny thing, You want to send email without internet connection...

Can you open code-project or Google without Internet... :-)

Or can you start your desktop without electricity or any other electricity backup(Battery, Inverter etc.)

Um.

Let me compare this to the real world, and your mobile phone.
If you want to make or receive a call, can you do it in a "dead zone" where you have no signal at all? No.
Can you do it if your account is frozen by the phone company, or run out of credit? No.
Because you need a working connection to the phone company.

So why would you expect to be able to send email over the internet without some connection to the internet?

No. You need an internet connection to send email.
