Need to move an object in android with a special condition

I have two objects. Both of them are 5 point stars. One star will be static. Other star should move around the static star. The problem is its moving area is limited. That is, it should move in the space between the edges of the static star and 10px away from a static star. within this space it could be moved by the user in any direction by touch event. Please advice how to do this. I am new to Android.

Its like imagine that there is a circle. within that there is another circle. Between the edges of the two circles, how would you move an object?
