Web process that runs continuously.

I am required to make a web based process that runs continuously. I can make a WCF that handles the processing with a web site that polls for the data. Is there anything that I can use that will poll on it's own and not requiring a web site or desktop app to poll for the data? Can the Web Service do this? Thanks for some insight.
