Check for the references in your project; the 'CrystalDecisions.Web' reference should have a problem and be reported with an exclamation-mark icon.

Delete the 'CrystalDecisions.Web' reference, and add it again. Then recompile/deploy.

Note that if your development computer and your IIS server are not the same machine, you have to make sure both of them have the exact same version of the referenced dll.
Or, you can select the reference in Visual Studio, and set its 'Local Copy' property to true; this way, the said dll will be copied along with your own project's dll in destination directory.
