oracle forms and taking pictures through cam and saving it in my system and then saving it into my ssystem

Hi,
I am developing an application which will enable the user to take picture through the webcam and i shall be able to save the picture in the system in a folder and also in oracle 11 g database.

Please provide me some solution for that.

I am using Oracle forms.

Any help shall shall oblige me.
