How to generate thumbnail from a file in windows?

I tried IThumbnailProvider (Vista and Above) and in most of the case it works fine in 32bit.
However, in 64 bit, I am getting E_NOTIMPL error when calling GetThumbnail().
Is there a way I can generate the thumbnail of a file in all desktop platforms of windows?
