Did you mean to say "Only the user with valid id and password should only be able to consume by Web service"? The formal meaning of your phrase would be "I want to prevent the user from using anything except my Web service", which hardly can be what you need.

If so, read on the authentication for the technology you are using for creation of your Web service. You did not bother to share with us any information on it.
