Your previous question was closed because it was considered non question. The reason is, you have not tried anything and this topic can't be resolved in single thread. You have to learn it your self, implement it and come back with specific question.

Solution 2

There is nothing called Responsive css.

We can design a page in such a way that it will be responsive to all devices and browsers. For this you can use Bootstrap CSS

You can search in Google for more result.
