Is this site more of a software oriented site, than a hardware oriented site? Is this a bad place to ask questions about hardware related stuff while programming?

Yes.

"Is this a bad place to ask questions about hardware related stuff while programming?"
No.
Provided it's development related. "How to specify my PC" might work in the Lounge but it's a QA question.

Further to OG's answer, you could try Hardware & Devices[^] forum and System Admin[^] forum for such questions. Also you can try Rootadmin[^](Not much traffic there now)
