asp.net service for sendign emails/SMS in certain time interval

I have requirement to send the SMS/Email in certain time interval. So i need to get the data from database and distribute the Messages.

In front of me i have windows service with Threading.
But this will take time if the records are in millions, maintenance will be huge like we need to restart the service and it will put load on my server.

So can anybody please help me on this? also we planned to host in cloud
