Preload page do not work

I found this site with preloading page www.xyz.com It is pretty cool preload effect.I tried to create exatly same page copying entire html,css and JS in dreamweaver but I can not get preload,nothing happened. Can someone try to do that and explain?...they perhaps intentionally did not give the exact code...
