website is not accessible on another machine in local area network

Hi There!
I put an asp.net website on a iis 7. it is working fine at localhost. when i enter ip address of my server pc on some other machine in local area network, it shows iis 7 page it means server is accessible. But when i enter the name of my website with ip address, it gives connection time out error and page does not show up. i already put HTTP in inbound rules of Firewall. But still not working.
Moreover, this problem happens when internet is not working fine. When internet is there, same thing works exactly as it needs to be.
Please help me out...

Just to make it clear...You CAN access your site using computer name, like http://my-pc/site/default.aspx, but CAN NOT access it using computer ip, like http://192.168.0.55/site/default.aspx...And you see some connection between your internet connection and the failure...

if i write http://192.168.0.55/site/default.aspx on my server pc browser, it opens (when my server ip is 192.168.0.55). but same thing does not open on other machines in same network

That does not answer the other part of my question...What about computer name?
And an other question: can you ping your ip from the other computers?

yes i can access my site on my server pc with both name and ip address. but cannot access on another machine with both of these in absence of internet

It seem that you network based on internet connection and not on LAN...

You may ask your IT...And it does, as you can see if internet down there is no connection between computers...
