Find a algorithm to compare tool

Hi all,

We are developing a program for oil & gas domain. The program simulate assembly oil pipe. However, We have found a algorithm to compare drag tool & rule yet.
Ex: We have a rule: Order tool is: 1, 2, 3, 4. Our program allow drag any tool, then we check if whether order of dragged tool is right or not follow rule.

It's really difficult because we have more situation to check. Please consult a algorithm to resolve this problem. Thanks!

As Mehdi reminds you in his response below, most of us will have no knowledge of your field. What does 'tool' and 'drag' mean in this context. You'll have to simplify your question for us to understand it.

You cannot expect help for this problem from this forum, since it involves detailed domain knowledge of fluid dynamics and pipe flow designs.
