excel file open as csv when download from a site

HI,
i have a simple excel file download link on my web page. when i download that excel file in some browser it opens as csv file and not as an excel. all columns and rows are printing on same cell with comma separated. again this is not happening in all pc, this happens on windows 8 with chrome and IE. on other system file normally opens as a excel file only.

Are you opening the "Excel" file in an internet browser or in Excel itself?

in excel. this happens on window 8 machines with chrome and IE browser only.
