How to create Transition Probability Matrix from PLWAP-tree

Hi!
I have a problem. After building PLWAP-tree, I have a file result format txt as

3 3 18
3 3 44
3 11
3 17
3 18
....
I use RichTextBox to read file txt and show it in user control RichTextBox, but I can't browser every row and I don't know the way that create transition probability matrix?
Help me! Please!
