Is Security Run Time Engine still being included in Anti XSS library Version 4.3?

I was following a security tutorial which explains the use of the Security Run Time (SRE) Engine used in Anti XSS library Version 3.1. I was looking for the SRE at Version 4.2 of the XSS but I didn't find it. Does someone know if it is actually supported, where I can download it? I know it is mentioned in the download web site, but If you download the Anti-XSS 4.2 library, the SRE is not included...

If you go to the Anti XSS library V4.3 web site, the Security Run Time Engine is mentioned, but if you download the library, it is not included? This was the reason of my question
