Need a C# library for notification app

Hello There..!!

Me & Team is working on a notification app (Consisting both Web app & Android app).
Here we need to send a notification(Message) from one web app to another web app & to android app also.

Could you suggest any workout regarding this OR any C# library which can help me achieving above functionality?

DOTNETMQ seems to be nice, but no documentation is available for dotnetmq.
Thanks in Advance.
