How do I make a tool with C# or C++ that can make sfx archive of selected file with encryption and password option ?

I want to make a tool in C# or C++ in which-

1. User can select files/folder
2. Give password
3. Click on OK bottom
4. Then the tool will make a sfx of the selected files/folders with various option.
5. When user will open the sfx file he will se many other option given by me and a password field to extract from it.
