WHAT INFORMATION? HOW IS THIS INFORMATION COMING TO THE SERVER? HOW ARE YOU IDENTIFYING USERS?

Web servers has no log info about uploads/downloads - it only write log info about requests...You may analyze those request logs to see if one of them is a upload/download request, but in lot of cases you will not even recognize it as it may be enclosed in a page request...
If you want to monitor upload/download you have to write your site in a way that all uploads/downloads are logged into some storage ,form where your external application can read the info...
